India-US AI Cooperation: AI Economy को रफ्तार देने के लिए भारत-अमेरिका की नई चर्चा, Energy और Digital Infrastructure पर फोकस

भारत और अमेरिका ने AI economy को मजबूत करने के लिए artificial intelligence, reliable energy supply और digital infrastructure में सहयोग बढ़ाने पर चर्चा की है। UN General Assembly सप्ताह के दौरान न्यूयॉर्क में हुई roundtable में industry, academia, investment, government और civil society से 40 से अधिक प्रतिनिधियों ने हिस्सा लिया।

AI पर भारत-अमेरिका सहयोग बढ़ाने की दिशा में नई पहल

Artificial Intelligence की तेजी से बढ़ती computing और energy जरूरतों के बीच भारत और अमेरिका ने AI ecosystem को मजबूत करने के लिए सहयोग के नए अवसरों पर चर्चा की है।

न्यूयॉर्क में United Nations General Assembly (UNGA) सप्ताह के दौरान “US India Partnership: Powering the AI Economy” नाम से आयोजित roundtable में दोनों देशों के बीच AI, energy और digital infrastructure में सहयोग बढ़ाने पर विशेष जोर दिया गया।

इस कार्यक्रम का आयोजन Consulate General of India in New York, ReNew और US-India Strategic Partnership Forum (USISPF) ने मिलकर किया।

बैठक की अहमियत इसलिए भी बढ़ जाती है क्योंकि AI के विस्तार के साथ केवल powerful models और chips ही नहीं, बल्कि data centres को चलाने के लिए बिजली, connectivity और बड़े पैमाने की digital infrastructure भी रणनीतिक प्राथमिकता बन रही है।

40 से अधिक विशेषज्ञ और प्रतिनिधि हुए शामिल

Indian Consulate के अनुसार roundtable में 40 से ज्यादा participants शामिल हुए। इनमें industry, academia, investment, government और civil society के प्रतिनिधि मौजूद थे।

बैठक में शामिल प्रमुख नामों में भारत के Ministry of New and Renewable Energy के Secretary Santosh Kumar Sarangi, USISPF President और CEO Mukesh Aghi, World Bank Executive Director Neelkanth Mishra, ReNew Chairman और CEO Sumant Sinha तथा ReNew Co-founder Vaishali Nigam Sinha शामिल थे।

चर्चा का व्यापक सवाल था कि तेजी से बढ़ती AI economy के लिए आवश्यक computing infrastructure को पर्याप्त और विश्वसनीय ऊर्जा से कैसे जोड़ा जाए।

AI के साथ Energy क्यों बनी बड़ी प्राथमिकता?

Generative AI और बड़े AI models के विस्तार के साथ data centres की computing जरूरतें बढ़ रही हैं। इसका सीधा संबंध बिजली की मांग से है।

इसी वजह से roundtable में AI cooperation को केवल software या algorithms के नजरिए से नहीं देखा गया। चर्चा में AI infrastructure को scale करने, reliable power उपलब्ध कराने और digital infrastructure को मजबूत करने जैसे विषय भी शामिल रहे।

यह approach भारत के लिए खास तौर पर महत्वपूर्ण है क्योंकि देश बड़े AI infrastructure और data-centre investments को आकर्षित करने की कोशिश कर रहा है।

Roundtable के दौरान AI युग में भारत के energy export opportunities से जुड़ी एक report भी launch की गई।

पहले से मौजूद है US-India TRUST framework

यह बैठक भारत-अमेरिका technology cooperation की किसी नई शुरुआत के बजाय पहले से विकसित हो रहे व्यापक framework की अगली कड़ी के रूप में देखी जा सकती है।

फरवरी 2025 में प्रधानमंत्री नरेंद्र मोदी की Washington यात्रा के दौरान भारत और अमेरिका ने U.S.-India TRUST — Transforming the Relationship Utilizing Strategic Technology initiative की घोषणा की थी।

इस framework में artificial intelligence के अलावा semiconductors, quantum technologies, biotechnology, energy, space और strategic supply chains जैसे क्षेत्रों को शामिल किया गया है।

TRUST ने इससे पहले मौजूद Initiative on Critical and Emerging Technology (iCET) के दायरे को आगे बढ़ाया।

बड़े AI Data Centres पर भी है दोनों देशों की नजर

TRUST initiative का एक प्रमुख हिस्सा U.S.-India Roadmap on Accelerating AI Infrastructure है।

भारत और अमेरिका ने इस roadmap के जरिए बड़े पैमाने पर AI infrastructure तैयार करने में आने वाली चुनौतियों—खासकर financing, power, connectivity और regulatory approvals—पर काम करने की प्रतिबद्धता जताई थी।

दोनों देशों ने private industry के साथ मिलकर next-generation data centres में investment और partnership बढ़ाने, AI के लिए compute और processors तक access बेहतर करने तथा AI models और applications विकसित करने में सहयोग की बात भी कही थी।

इस संदर्भ में न्यूयॉर्क की ताजा roundtable में energy और digital infrastructure पर दिया गया जोर पहले से तय bilateral technology agenda के अनुरूप है।

Semiconductors और AI पर भी हाल में हुई थी बातचीत

सितंबर की शुरुआत में अमेरिका के North Carolina में आयोजित G20 Innovation Ministers’ Meeting के दौरान भी भारत और अमेरिका ने technology cooperation पर बातचीत की थी।

भारत की ओर से Electronics & Information Technology तथा Commerce & Industry राज्य मंत्री Jitin Prasada ने प्रतिनिधिमंडल का नेतृत्व किया था।

भारत सरकार के अनुसार उस दौरान दोनों पक्षों ने semiconductors, artificial intelligence और data centres में सहयोग मजबूत करने तथा technology-led opportunities को आगे बढ़ाने पर चर्चा की।

G20 Innovation Ministers’ Meeting में emerging technologies पर एक consensus statement भी स्वीकार किया गया। इसमें pro-innovation policy frameworks, technical workforce development, AI से जुड़े intellectual-property मुद्दे, standards और industrial innovation जैसे विषय शामिल थे।

AI Talent भी भारत-अमेरिका साझेदारी का महत्वपूर्ण हिस्सा

Infrastructure के साथ talent और research लंबे समय से bilateral AI cooperation के दूसरे महत्वपूर्ण स्तंभ रहे हैं।

U.S.-India Artificial Intelligence Partnership (USIAI) का घोषित उद्देश्य दोनों देशों के बीच AI research and development collaboration को बढ़ाना, AI workforce विकसित करने के तरीकों पर काम करना और researchers तथा institutions के बीच partnerships को प्रोत्साहित करना है।

इसमें healthcare, smart cities, agriculture, energy, manufacturing और materials जैसे क्षेत्रों में AI के इस्तेमाल से जुड़े research opportunities भी शामिल हैं।

AI cooperation में अब Infrastructure क्यों है केंद्रीय मुद्दा?

भारत-अमेरिका AI संबंधों में एक महत्वपूर्ण बदलाव दिखाई देता है। शुरुआती सहयोग research, talent और emerging technologies पर केंद्रित था, जबकि अब बातचीत का दायरा AI की physical infrastructure तक तेजी से फैल रहा है।

AI models को बड़े स्तर पर train और deploy करने के लिए advanced processors, data centres, high-speed connectivity और लगातार उपलब्ध बिजली की जरूरत होती है। इसलिए semiconductor supply, compute capacity, energy और digital infrastructure अब एक-दूसरे से जुड़े policy issues बन गए हैं।

न्यूयॉर्क roundtable इसी व्यापक बदलाव को दिखाती है: दोनों देशों की बातचीत अब केवल “AI विकसित करने” तक सीमित नहीं है, बल्कि उस infrastructure और energy ecosystem पर भी केंद्रित है जो बड़े पैमाने पर AI deployment को संभव बनाता है। यह बैठक किसी नए binding bilateral agreement की घोषणा नहीं थी; उपलब्ध आधिकारिक जानकारी इसे cooperation और investment opportunities पर केंद्रित roundtable के रूप में प्रस्तुत करती है।

आगे क्या?

भारत और अमेरिका के पास पहले से TRUST, AI Infrastructure Roadmap और दूसरे science-and-technology cooperation mechanisms मौजूद हैं। इसलिए आगे नजर इस बात पर रहेगी कि इन discussions से कितने concrete investments, data-centre projects, energy partnerships और AI infrastructure initiatives सामने आते हैं।

फिलहाल ताजा roundtable यह संकेत देती है कि bilateral AI agenda में compute + energy + digital infrastructure को एक साथ देखने की रणनीति अधिक महत्वपूर्ण होती जा रही है।
